UK Woodland Carbon Code 2026 (GB)

The Woodland Carbon Code is the UK standard for voluntary carbon sequestration projects in forestry and woodland creation. Timber and forestry businesses can generate verified carbon units and access government-backed woodland grants simultaneously.

The Woodland Carbon Code (WCC) is the UK government-backed standard that certifies carbon sequestration from newly created and existing woodlands. Administered by the Forestry Commission and underpinned by the UK Forestry Standard, it enables forestry and timber businesses — as well as landowners — to quantify, verify, and sell carbon units on the voluntary carbon market. In 2026, the WCC remains one of the most relevant mechanisms for the forestry and timber construction sector to align commercial activity with net-zero targets.

Eligibility extends to landowners, forestry managers, and timber businesses in England, Scotland, Wales, and Northern Ireland who are creating new woodland or managing existing woodland for long-term carbon storage. Projects must comply with the UK Forestry Standard (UKFS), adhere to biodiversity and land-use requirements, and be independently validated and verified by a WCC-approved auditor. Importantly, WCC projects can be combined with public grants such as the England Woodland Creation Offer (EWCO) or the Forestry Grant Scheme in Scotland, provided the carbon benefit is appropriately discounted.

Registered projects receive two types of carbon units: Pending Issuance Units (PIUs) — issued at registration based on predicted sequestration — and Woodland Carbon Units (WCUs), issued after independent verification of actual carbon stored. PIUs can be sold immediately to corporate buyers seeking to offset emissions, while WCUs represent verified, permanent sequestration. Financial support through the EWCO provides up to £10,200 per hectare in planning and establishment grants in England, with additional top-up payments for environmental and social benefits. The WCC standard requires projects to run for a minimum of 100 years.

To register a project, applicants must work with an approved WCC project developer or submit directly via the WCC registry (currently managed by IHS Markit/S&P Global). Steps include a feasibility assessment, preparation of a Project Design Document (PDD), independent validation, and registration on the public registry. Grant applications for EWCO run through the Forestry Commission's online Woodland Creation Offer portal. It is strongly recommended to engage a certified forestry agent familiar with both the WCC and grant landscape to maximise funding and carbon revenue simultaneously.
